Miguel “Mike” E. Rodriguez is a senior policy advisor to Poblete Tamargo, consulting on a full range of U.S. immigration matters, including consular issues, employment-based immigration, Cuban migration/mass migration, and refugee processing. He provides technical guidance on interpreting immigration statutes, regulations, agency policy, and judicial/administrative precedent, with practical experience coordinating among USCIS, ICE, and CBP.

For 20 years, Mike served at the U.S. Department of Homeland Security as a Congressional Liaison Specialist in the USCIS-HQ Office of Legislative Affairs. In that role, he coordinated USCIS engagement with Members of Congress and key committee staff on employment-based immigration, Cuban migration/interdictions, and refugee policy; prepared agency leaders for Congressional testimony; and served as USCIS’s principal point of contact for Cuba-related inquiries.

From July 2006 to April 2012, Mike was External Affairs Officer to the Homeland Security South-East Task Force for OPLAN Vigilant Sentry/Mass Migration, developing and releasing information on mass migration incidents to Members of Congress, Tribal authorities, state and local officials, and interagency partners.

Before federal service, Mike was Assistant Director for Intergovernmental Affairs at Miami Dade College, representing the College’s priorities to county, state, and federal officials and supporting legislative and resource development initiatives. Earlier, he served in the U.S. House of Representatives as Lead Immigration Caseworker and Community Liaison to Congresswoman Ileana Ros-Lehtinen (1995–2000).
