Countries Not Cooperating with U.S. Anti-Terrorism Efforts |

Every year the President determines and certifies to the Congress what countries are not cooperating fully with United States antiterrorism efforts. The certifications are made pursuant to Sec. 2781 of the Arms Export Control Act (AECA) and, if a foreign country is listed, no U.S. defense articles or defense services may be sold or licensed to that country. In yesterday's Federal Register, the State Department published a notice that the following countries are not cooperating fully with U.S. antiterrorism efforts:
